The real Franklin County is located in Florida’a panhandle. The fictitious Franklin County seen in the show is actually a combination of Santa Clarita, North Hollywood. Woodland Hills, Reseda and more, all located in Los Angeles.
Where are the outdoor scenes filmed?
Like a lot of TV series these days, it seems that Disney’s Golden Oak Ranch located in Newhall, California is where most of the outdoor scenes were filmed like the classic one seen below.

Another location is the Capital Arts Secret Movie Studio located on Nordhoff Ave and Mason Ave in Chatsworth.
